Muppet Pleased he lived to tell the tale! The steering rack has two 'u' bolts to hold it against the car. These must be loosened first. These are about where the driver and passenger feet normally rest. Then the steering column can be undone, lowered using the bracket and secured. During the lowering process the steering rack will rotate to the new angle of the column. Not adjusting the rack is not an common occurrence. Usually the rack fails an MOT from excessive play before failing. But if driving hard..... One of the mags had an article about this recently.
