As most of you know I'm doing a 1.6 engine conversion and I'm putting twin 40s on but have found that the left hand carb hits the bulkhead cross member is it possible to cut it out and put a lower plate in to allow the carbs to fit or will it weaken the front end to much???

yes i support dan on his answer , it is essential that the disecting of this major crossmember brace is done to a high standard and secondary bracing is recomended if it can be accomodated given the limited space , cuts thru the cross member must be plated accross the open sections in order to preserve and reinforce the remainder of the structual frame in that area , bearing in mind this area has two major points at which the subframe towers are connected to and the stress of all things power and steering related are carried thru on a horizontal and diagonal plane at this point of the cars shell .

Got a turbo bulkhead box on my mk1 and the modified box for the gearlever Allspeed require you to use on the c16 conversion welded in my Studio 2 . As Shawn says its a vital structural area and needs welding well, as mine are .
